Schemes and Competitions

One of the important processes in producing champions is to identify the best talents in Tamil Nadu among the grass root level and in order to promote sports and to get medals at the higher levels, the following four schemes are implemented.

  1. World Beaters Talent Spotting Scheme
  2. Selection Trials for Sports Hostels
  3. Selection Trials for Sports Hostels of Excellence
  4. Selection Trials for Centres of Excellence in Sports

WORLD BEATERS TALENT SPOTTING SCHEME

Battery of Tests

The State Government have introduced this pioneering Scheme to conduct a battery of tests to the students of 6th, 7th and 8th standards of all the schools by identifying the motor qualities such as speed, endurance, strength, agility and explosive power and to assess their budding talents to become a future elite sportsperson. The schools after conducting tests, issue report cards to the students by indicating their performance in the battery of tests by awarding marks in order to motivate the individual as well as parents. The school authorities are required to send the details of such results to the District Sports and Youth Welfare Officers of the concerned districts who in turn send the reports to the SDAT. The Government has sanctioned a sum of Rs.14.38 lakhs for the conduct of battery of tests under World Beaters Talent Spotting Scheme during 2016-2017.
Subsequent to the talents identified in the battery of tests, educational district level and regional level competitions are conducted and the finest of talents identified in these competitions are inducted into various specialized academies and Sports Hostels according to their skills. Innovative scientific coaching in these academies are provided for preparing them for competitions.

Scholarship for Budding Talents Scheme

It is noteworthy to mention that the Hon’ble Chief Minister has sanctioned a sum of Rs.1,94,40,000/- (Rupees One Crore Ninety Four lakhs and Forty Thousand only) as a Special Scholarship to the budding talents from World Beaters Talent Spotting Scheme in order to motivate the players who have secured first 10 places in Regional level competitions. (This has gone to 3,240 potential players and they have received Rs.6,000/- per student per annum (@ Rs.500/- per head per month).
Talent Identification AT Educational District, REGIONAL AND STATE Level

There is no dearth of passion for sports in India. The only requirement is to convert the passion into profession by providing adequate infrastructure and a career direction. It is expected that the major stakeholders of sports in India will play an active role in achieving these objectives. SDAT conducts athletics competitions in 67 educational districts throughout the State. In each educational district, roughly 500 boys and girls participate. Those placed in the first three places in each education district participate in the regional meet by grouping the adjoining educational districts.
In each regional meet, talented top performers are identified and are given 5 days non-residential coaching camp followed by a 15-day residential intensive coaching to the select players. In these camps, talented boys and girls are identified for state selection trials. The best among the pool of talents thus identified are inducted into the specialized academies for continuous coaching every year and also willing talented players among them join the SDAT Sports Hostels in order to improve their performance further.

Sports Hostels Selection Trials (Two Phases)
The Sports Hostels underlines the need for designing a comprehensive training programme for overall development of sporting talents.  The focus of the training programme should be enhancing the talent.
In Sports Hostels, students who are studying in VII, VIII, IX and XI Std. are admitted after undergoing district and state level selection trials.  The total strength of the 29 Sports Hostels is 2060.  The students admitted into the sports hostels are provided with nutritious food, sports uniform, playing kits and advance sports training by qualified coaches and assistance for participation in competitions. 
Selection for Sports Hostel of Excellence for Men / Women
In Sports Hostel of Excellence, college students with potential to win medals at national and international levels are admitted every year in different disciplines.The men sports hostel is functioning at Jawaharlal Nehru Stadium and the women hostel is functioning at Nehru Indoor Stadium.   The strength of the Sports Hostel of Excellence for Men and Women are 80 and 60 respectively. 
Selection for Centre of Excellence in Sports
Most talented boys and girls numbering 75 and 50 respectively in the age group of 10-14 years are admitted in the Centre of Excellence established at Chennai, Trichy, Tirunelveli and Erode after a selection trial at State level.    The focus area of these Centres is development of skills thereby they grow physically and mentally.  The Centre provides opportunity to inculcate the students in a way they can realize their potential beyond their schooling. More Details   CliCK HERE

TALENT HUNTING CAMPS  

In order to provide systematic coaching through SDAT Coaches in all District Sports complexes for 10 Boys and 10 Girls, for students and non-students under 14 age group in a popular sports discipline of the respective district. The selected trainees will be trained for 6 months in a continuous process ( i.e.) 25 days in a month ( except Sundays evening session only) by providing conveyance allowance, nutritious diet, sports kit, uniform ect.  Identified players will be admitted into specialized academies and sports Hostels of SDAT. The Government have launched the scheme “TALENT HUNTING CAMP”. In the G.O.(Ms) No.39 dated:25.10.2016 youth welfare and sports Development (S1) Dept. the Government have sanctioned Rs.81,20,000/- for implementation of the scheme. The scheme will be implemented with effect from April,2017 onwards in all Districts.

 

  

 

COMPETITIONS

1. GRANTS TO STATE SPORTS ASSOCIATIONS: Grants to State Sports Associations are provided for the conduct of State Level and National level competitions and participation of Tamil Nadu team in National level competitions.
2. ORGANIZATION OF INTERNATIONAL COMPETITIONS: Assisting the State / National Associations in the conduct of the International Competitions. (viz. World Squash / Volleyball / Hockey / Football / Basketball / Open – Super Badminton tournament)
3. ISSUE OF FORM II CERTIFICATES: Form II certificate signed by the Member Secretary is being issued to the winners and participants in the National Women Sports Competition after verifying their original certificates.
4. CHENNAI OPEN: The prestigious Chennai Open ATP Tennis Tournament is conducted every year at the SDAT Tennis Stadium, Chennai during January. The Government contribution for the Tournament is Rs.1/- crore. At Present the Government contribution has been enhanced to Rs.2.00 crores for conducting ATP Tennis Tournament in Chennai.
5. MONTHLY COMPETITIONS: These monthly competitions are conducted every month in the Districts in various disciplines viz. Athletics, Badminton, Basketball, Boxing, Fencing, Football, Gymnastics, Handball, Hockey, Kabaddi, Kho-Kho, Swimming, Teakwando and Volleyball for different age groups. Government has sanctioned a sum of Rs.25/- lakhs.
6. ALL INDIA CIVIL SERVICES TOURNAMENT: Central Civil Services Cultural and Sports Board allot certain sports events of the All India Civil Services Tournament to Tamil Nadu and it is the responsibility of SDAT in association with the Regional Sports Control Board to host the sports events. Participants for the State Teams in the above competitions will be selected by SDAT and sent for participation in AICS tournaments. This year 2013 – 14, the Sports Development Authority of Tamil Nadu was conducted All India Civil Services Lawn Tennis Tournament at SDAT Tennis Stadium, Nungambakkam, Chennai from 18.01.2014 to 23.01.2014. 149 participants and Officials took part in the All India Civil Services Lawn Tennis Tournament from 22 States.
7. STATE LEVEL CIVIL SERVANTS SPORTS MEET. The Government has issued orders for the conduct State level Civil Servants Sports Meet for the year-2013-2014 in order to have a good healthy way of life and also to possess strong mental balance to accept defeat sportingly and to work hard to achieve and win in all spheres of official life. To ensure physical fitness of the Government servants besides enabling them to improve their talents and provide them high efficiency and moral amongst them, it has been proposed to organize Civil Servant Sports Meet in the following sports disciplines at District and State Level.

1.	Athletics		-100 Mts. 200 Mts., 800 Mts. 1,500 Mts.
                                 Long Jump, High Jump, Shot Put and 4 x 100 Mts.
                                 Relay for Men and 100 Mts. 200 Mts., 
                                 400 Mts. 800 Mts. long Jump, High Jump,
                                 Shot Put and 4 x 100 Mts. Relay for Women.
2.	Badminton ( Shuttle)	- Both for Men and Women
3.	Basketball		- Both for Men and Women	
4.	Football 			-  Men only 					
5.	Tennis 			- Both for Men and Women 		
6.	Kabaddi			- Both for Men and Women	
7.	Table Tennis		- Both for Men and Women
8.	Volleyball			- Both for Men and Women

The salient features of the Government order under reference are as follows:

ELIGIBLE / NOT ELIGIBLE CATEGORIES:

a) All the Civilian employees of the Tamil Nadu State Government working in all State Government Departments and Secretariat Service are eligible to participate in the District and State level competitions.
b) Civilian personnel working in the offices of the Police Organizations, Head quarters of D.I.G. / I.G. of Police, are eligible to participate in District and State level competitions.
The personnel who are eligible to participate in the Police Meet are not eligible to participate in District and State Level Civil Servants Sports Meet.
d) Regular State Government employees serving in the State Government Departments and in District Offices are eligible.
e) Employees working in Semi - Government Autonomous Bodies / State Public Sector Undertakings or similar offices are not eligible to participate in District and State level competitions.
f) Uniformed personnel in Defence Services / Para Military / Police / Fire Service etc. are not eligible.
g) Casual / Daily Wage workers are not eligible.
h) Employees attached to offices on temporary duty are not eligible.
i) Newly recruited Government employees, who have put in less than 6 months in regular establishment / service are not eligible.
j) Professionals or hired artists are not eligible.
k) Persons employed as Coaches / Sports Officers / Instructors / Educational Institutions / Physical Training Institutions are not eligible.


8. PARTICIPATION IN ALL INDIA CIVIL SERVICES COMPETITION:

During the state level competitions, probables for representing the Tamilnadu team will be selected. Prior to the participation in the All India Civil Services competition, selection trials will be conducted to select the Tamil Nadu team to participate in All India Civil Services competition by a selection committee comprising of Member Secretary, Sports development Authority of Tamil Nadu, General Manager Sports Development Authority of Tamil Nadu one representative at appropriate level from another Department and a coach of the concerned discipline. A coaching camp will be organized for the selected State Team (Prior to the National Participation).

9. DISTRICT AND STATE LEVEL CARROM COMPETITION.

The Government have decided to elevate the status of Carrom with the vision of leading to Asian and Olympic games and decided to conduct Carrom competitions among the school children of Government Schools, Government aided Schools, Panchayat / Town Panchayat / Municipal schools and to award prizes to the winners. The Government has released a sum of Rs.6,45,000.00 (Rupees six lakhs and forty five thousand only) as cash award to the winners as recurring expenditure from the year 2008 – 2009. The competition will be conducted in two categories i.e. Sub Juniors and Juniors (Up to 5th Standard and 6th Standard to 12 Standard).

10.STATE LEVEL CHIEF MINISTER’S TROPHY.

 

As per the Government orders, the State Games for Chief Ministers Trophy will be conducted in three levels viz., District Level, Regional Level and State Level. Competitions will be conducted for Men and Women, below 25 years of age, in Athletics, Badminton, Basketball, Football, Hockey, Kabaddi, Swimming, Table Tennis, Tennis and Volleyball. The District and Regional Level Competitions have been completed in all the Districts and Regions.
The Best teams in each team game have been selected and have participated in the Regional Level Competitions conducted in 4 Regions. In each region 8 District Teams have participated. The Regional level competitions have been conducted on Knock-out-cum-League basis.
The State Games for Chief Minister’s Trophy will be conducted on League-cum-knock-out basis. The prize money amount of Rs 1000/-, Rs 750/- and Rs 500/- respectively for the first, second and third place winners in the District Level competitions have already been distributed. The prize money amount of Rs.5000/-, Rs 3000/- and Rs 2000/- respectively for the first, second and third place winners in the Regional Level competitions have already been distributed.
For the year 2013 -2014, the enhanced prize money of Rs 1,00,000/-, Rs.75,000/- and Rs 50,000/- respectively for the first, second and third place winners in the State Games for C.M’s Trophy will have to be distributed after the competitions.

11.ORIENTATION COURSE TO PETS/PDS

The rules of Sports and Games and style of playing each game is changing every day. In order to equip the Physical Education Teachers and Physical Directors of the Schools with the latest rules and regulations, it is essential to update their knowledge in the latest techniques of sports and Games. Hence Orientation courses are arranged to PETs/PDs all over the State by conducting Seminars on various disciplines. A sum of Rs.14.50 lakhs has sanctioned by Govt. every year for this Scheme.

12. ANNA CYCLE RACE:

Every year on the birth day of late Hon’ble Chief Minister Thiru C.N. Annadurai a cycle race is being conducted at all District Head quarters. Prizes and certificates are distributed to the winners and participants. A sum of Rs.0.96 lakh has sanctioned by Government every year for this Scheme.

13. SPORTS FOR SPECIAL CHILDREN – PHYSICALLY CHALLENGED.

In order to give confidence to the Differently Abled Persons, by participating them in sports and games and to develop competitive spirit among them, the Government has ordered to conduct the competitions at District Level and State Level both men and women for the year 2011 – 2012. The Sports Development Authority of Tamil Nadu is conducting State level competition in the following sports disciplines without any age restriction for the participants. The Government had sanctioned a sum of Rs.15.01 lakhs for the conduct of the above competitions.

        1. For Physically Challenged: (Men and Women)
               a)50 Mts. Running.
               b)100 Mts. Running.
               c)Long Jump
               d)Mini Basketball throw.
               e)Wheel Chair Race – 100 Mts.
        2.For Visually Impaired: (Men and Women)
              a)50 Mts. Running.

              d)Shot Put.
              e)Tennis Ball Throw.
        3.MENTALLY CHALLENGED: (MEN AND WOMEN)
              a)50 Mts. Running.

        4.HEARING IMPAIRED (MEN AND WOMEN)

The Prize Money of Rs.5,000/- to first place, Rs.3,000/- to second Place and Rs.2,000/- to the third Place winners is being given.

14. SPORTS FOR SPECIAL CHILDREN – PHYSICALLY CHALLENGED.

        In order to give confidence to the Differently Abled Persons, by participating them in sports and games and to develop competitive spirit among them, the Government has ordered to conduct the competitions at District Level and State Level both men and women for the year 2013 – 2014. The Sports Development Authority of Tamil Nadu is conducting State level competition in the following sports disciplines without any age restriction for the participants. The Government had sanctioned a sum of Rs.30.00 lakhs for the conduct of the above competitions.

  • PHYSICALLY CHALLENGED (ORTHOPEDICALLY HANDICAPPED) BOTH MEN AND WOMEN.
    1. Shuttle Badminton (Singles and Doubles)  - each team 5 players.
    2. Table Tennis – each team 2 players.
  • VISUALLY IMPAIRED (TOTAL BLIND AND PARTIALLY SIGHTED) BOTH MEN AND WOMEN.
    1. Adopted Volleyball – each team 7 players.
  • INTELLECTUALLY CHALLENGED (MENTALLY RETARDED) BOTH MEN AND WOMEN.
    1. Throw ball – each team 7 players.
  • Hearing impaired (Deaf) Both Men and Women.
        Kabaddi – each team 7 players.


15. CHAMPION DEVELOPMENT SCHEME:

National Gold Medal winners are inducted into this Scheme. The Players are given the Induction Certificate by the Hon’ble Chief Minister at a specially arranged audience. They are also given Free Access Passes to the Modern Stadia where they want to practice. Further, they are given Financial Assistance for purchase of food supplements, Shoes, Spikes, Kit and Equipments and Travel Expenses for International competitions. They are also sent for Psychological Tests at Bangalore and given Nutrition advice by special Nutrition. Psychological workshops, Sports medicine workshops etc. are also conducted to improve their talents. The expenses are incurred from the accrued Interest of Corpus Fund of SDAT.

16.ADVANCE TRAINING AND COMPETITIONS ABROAD

In order to provide international exposure to the outstanding Sports persons, who have the potential to win medals in international competitions, advanced training in the Institutes of excellence abroad are given. This will facilitate participation in Competitions abroad


17. SPORTS PERSON WELFARE FUND:

Sports Persons who are injured or die during competitions, are given financial assistance for their rehabilitation/treatment from the Sports Persons Welfare Fund.

18. UPGRADING THE KNOWLEDGE & SKILLS OF COACHES & PETS AND SPORTS ADMINISTRATORS:

Tamilnadu is devoid of Coaches and officials who are qualified at the International level. In order to provide opportunities to the talented coaches and PETs to attend short term courses/clinics abroad to enable them to acquire international exposure and a high level of understanding of the pace and game in the international arena a sum of Rs.30.00 lakhs has been sanctioned.

19.SPECIALIZED ACADEMIES:

Non residential Sports Academies are now popular all over the world where frequent monitoring is undertaken on talented individuals to develop them further. Government has sanctioned the scheme of 17 specialized Academies at different places in Tamilnadu. The students who score 10, 9 and 8 marks out of 10 in the battery of Tests conducted in Schools every year, are selected and a separate selection Trials in conducted and they are inducted into these specialized Academies based on the aptitude and potential of the Players. They are being imparted scientific training by experienced and result oriented coaches. Besides specialized coaching, they are also given guidance to carry on regular work outs in their places of practice, advice on psychological tests, conduct workshops, nutritive advice etc. Coaching Camps are conducted once in three months during the vacations without affecting the regular academic activities of the students. They are also provided with sports kits, Diary to note down their regular programmes, Kit bags etc. The Government had sanctioned a sum of Rs.80.00 lakhs for the conduct of the specialized academies coaching camp.

20. TALENT DEVELOPMENT CENTRES:

Talent Development Centre is a scheme of developing Sports talents in co-operation with the private Institutions, beyond its institutional boundaries and within the community and locality wherein the institution is situated. The institution should enter into a Memorandum of Understanding (MOU) with SDAT and name a liaison Officer to communicate with the SDAT.

21.ACROBATICS AND WATER SPORTS.

The Government of Tamil Nadu has announced the promotion of games amongst communities traditionally engaged in Acrobatics and Water Sports. It was observed that these communities viz. Kazhakoothadigal and Meenavargal have been traditionally engaged in sports activities and if these children are provided with proper coaching, food supplement, exposure etc., they can be groomed into medal winners.
The water sports centre is function in SDAT Nagapattinam and the Acrobatics centre is functioning at Karattupalayam in Erode District.

22.SDAT HOCKEY LEAGUE TOURNAMENT.

The Sports Development Authority of Tamil Nadu is conducting Champions Cup Hockey Tournaments. It was also decided to conduct the competitions as per the following time schedule:-

        1.	District Level	-	August – September 
	2.	Regional Level	-	October 
	3.	State Level	-	November 

The Regional level competitions will be conducted in 6 regions as follows in the Districts. The Government had sanctioned a sum of Rs.8.00 lakhs for the conduct of the above competitions.

  1. Chennai:- Chennai, Kancheepuram, Thiruvallur, Villupuram, Cuddalore.
  2. Vellore:  Vellore, T.V.Malai, Nagapattinam, Dharmapuri, Krishnagiri
  3. Coimbatore: Coimbatore, Ooty, Erode, Salem, Thirupur, Namakkal
  4. Trichy: Trichy, Thanjavur, Ariyalur, Perambalur, Thiruvarur, Pudukottai
  5. Madurai: Madurai, Ramnad, Dindigul, Theni, Kaur
  6. Tirunelveli: Tirunelveli, Thoothukudi, Kanyakumar, Sivaganga, Virudhunagar.

BEACH GAMES:-

The Hon’ble Chief Minister, Government of Tamil Nadu has approved the develop Beach Games such as Beach Football, Beach Kabaddi and Beach Volleyball in the coastal areas of Ramanathapuram, Nagapattinam, Cuddalore, Kanyakumari, Thoothukudi, Chennai, Thanjavur, Tiruvarur, Pudukottai and Kancheepuram Districts at an expenditure of Rs.25.00 lakhs (Rupees twenty five lakhs only) Rs.2.00 lakhs for each of the above district has been admitted for procuring essential posts and to set up play field facilities with basic amenities for the above sports disciplines. District Teams should be formed using these facilities. A sum of Rs.5.00 lakhs has been sanctioned for the conduct of State level competitions. And also by giving prize money to the winning teams, in order to further motivate and encourage competitive spirit among sports persons in Coastal areas in Tamil Nadu.
